In the United States, the Twenty-first Amendment to the United States Constitution grants each state and territory the power to regulate intoxicating liquors within their jurisdiction. As such, laws pertaining to the production, sale, distribution, and consumption of alcohol vary significantly across the country. On July 17, 1984, the National Minimum Drinking Age Act was enacted. The Act required all states to either set their minimum age to purchase alcoholic beverages and the minimum age to possess alcoholic beverages in public to no lower than 21 years of age or lose 10% (Changed to 8% in 2012) of their allocated federal highway funding if the minimum age for the aforementioned is lower…

Effectiveness of Bans and Laws in Reducing Traffic Deaths. We determined the relative risk of alcohol-related motor vehicle accidents and fatalities after New Mexico lifted its ban on Sunday packaged alcohol sales. We extracted all alcohol-related crashes from New Mexico police reports for 3652 days between July 1, 1990, and June 30, 2000, and found a 29% increase in alcohol-related crashes and a 42% increase in alcohol-related crash fatalities on Sundays after the ban on Sunday packaged alcohol sales was lifted. There was an estimated excess of 543.1 alcohol-related crashes and 41.6 alcohol-related crash fatalities on Sundays after the ban was lifted. Repealing the ban on Sunday packaged a…

The Effect of Sunday Sales of Alcohol on Highway Crash Fatalities. A large body of evidence indicates that increased alcohol availability leads to increased consumption of alcohol. From 1995 to 2005, thirteen states relaxed or repealed their bans on the Sunday sale of packaged alcohol. This paper leverages these repeals to provide quasi experimental evidence on the effect of Sunday sales bans on alcohol related crash fatalities. Previous published studies in this area have found conflicting results regarding the effect of Sunday sales on traffic accidents and fatalities, but these studies have focused on repeals in single states, cities, or provinces; are outdated; or have failed to control…

Assessing Links Between Alcohol Exposure and Firearm Violence: A Scoping Review Update.. Background Firearm violence remains a leading cause of death and injury in the United States. Prior research supports that alcohol exposures, including individual-level alcohol use and alcohol control policies, are modifiable risk factors for firearm violence, yet additional research is needed to support prevention efforts. Objectives This scoping review aims to update a prior 2016 systematic review on the links between alcohol exposure and firearm violence to examine whether current studies indicate causal links between alcohol use, alcohol interventions, and firearm violence-related outcomes. Eligibil…

Regulation of Alcohol-Free and Low-Alcohol Drinks: Learning From a Comparative Analysis of Eight Countries.. Introduction Governance of alcohol-free and low-alcohol (No/Lo) drinks has the potential to influence their public health impact. However, regulation remains poorly understood. Methods We conducted a desk-based analysis, supplemented by expert input. Eight case study countries (Australia, Finland, Germany, the N…
